Bernier's Pads Have Shrunk?

I don't get what's wrong with having a standard maximum for pad size
Why isn’t it fair enough just to have a universal maximum for pad size? Big goalies don’t lose anything since they’re naturally bigger, and shorter goalies get to compensate a little more for what they lack in size. Why punish the shorter goalies? If the idea is to keep athletic, shorter goalies from getting an advantage, I would just say that the bigger goalies need to either do better positionally or become more athletic to balance that out.
Maybe this is a silly question, but is the pad adjustment keyed to total height or to leg length? Torso size varies quite a bit…

Will this even affect Bernier?
The article seems to assume that Bernier has too big of pads because he is smaller, but couldn’t they be ok so the rule wouldn’t affect him? He could have larger pads and it would affect him, but the article seems to be just guessing that it would. Does anyone know if his pads are too large or not?

I have to wonder how many of the smaller goalies this ruling will actually hurt. Having less padding to drag around should make them quicker in the crease, and thus better positionally. The stories that I see on this seem to suggest that the five hole will be larger for them, but will that matter if you can close it faster? I think Bernier will be fine.
